Change detection for pollers

Ask whether something has moved since you last looked, instead of re-reading the whole payload. Pass check=token|price|dns|gas, a target (contract address, domain, or chain), and since=<the hash from your previous call>. Returns changed:true or false, the current hash to send next time, and the current value. Stateless, so it is safe to poll every minute.
