Live-probe any third-party x402 endpoint before you spend: we fetch its payment contract via a bounded GET/402 handshake, validate accepts, network, price and expiry against the x402 spec, measure response latency, and return a signed observation receipt with an observed_at timestamp you can cite. Limitation: no payment is made, one endpoint per call, and a passing probe proves the contract at observation time — not future uptime or provider honesty.
