Drizzle keeps a JSON snapshot next to each migration, and the snapshots form a chain: each one records the prevId of the migration before it. When two branches both add a migration and one has to rebase onto the other's tail, the numbers collide and the later migration gets renumbered. At that point there is a tempting shortcut.
